Respected Sir,

Subject: Reimbursement in respect of Newspapers purchased /Supplied to officers at their residence-Regarding

Reference : Your Letter No.Stores/Newspaper/Rlgs/2018-19 dated at Bengaluru-560001 the 01.12.2018

Apropos to the above, I beg to submit the following few lines for your kind perusal and favourabale orders please.

As per the Directorate letter F  No. 34-01/2018-PAP dated 11.06.2018, the new guidelines were issued to bring a fresh look to the subject. It is clearly told in the letter that, it has been decided that in place of the existing practice of getting monthly reimbursement of newspaper on production of newspaper bills, reimbursement for newspaper may be made at the rates mentioned below based on the certification given by the entitled officer. The entitlements are as follows.

Sl No
Level of officers
Reimbursement to be made per month.
01
Secretary/Secretary equivqlent
As per actuals
02
Additional secretary/Additional secretary equivalent
Rs 1100.00
03
Joint Secretary/Joint Secretary equivalent
Rs 850.00
04
Director/Deputy Secretary/Under Secretary/Section officer or equivalent
Rs 500.00

Some of the divisions have raised the question that, whether the ASPs are eligible for the reimbursement conveyed through letter issued by the directorate dated 11.06.2018.

While clarifying the issue, vide your office letter under reference, it is directed as follows.

“ASPs are equivalent to Group B officer cadre and the reimbursement of the newspaper were made earlier also. Reimbursement of bills may be approved subject to production of bills”

The Directorate letter F No. 34-01/2018-PAP dated 11.06.2018 was issued with the very purpose to dispense the outdated newspaper reimbursement method. The same is discussed in the first sentence of the letter of Directorate also. Submission of a certificate as per the Annexure by the officers on half yearly basis is enough for reimbursement of newspaper bills. The orders are effective from 03.04.2018.

But, the clarification bestowed vide your letter No.Stores/Newspaper/Rlgs/2018-19 dated at Bengaluru-560001 the 01.12.2018 is completely alongside of the orders of directorate sir.

Hence, it is requested to issue the clarification early to commensurate the purpose and spirit of Directorate orders at the earliest please.

Hope the issue will be addressed soon as our ASPs have not claimed/allowed to claim the bills since April 2018.
                                                            With highest gratitude,
`
                                                                                                                    Yours faithfully,

                                                              (SREENIVAS.M.J.)
