Sub:  Non drawal of Grade Pay of Rs.5400/- in pre-revised pay scale of Rs.9300-34800 as per the admissible pay band fixture to PS Group B officers working on the post of Sr. Postmaster.

Respected Sir,

IP/ASP Association would like to invite your kind attention to its letter of even number dated 31/8/2016 vide which it was reported that most of the Director of Accounts (Postal) in the country has not drawn GP of Rs. 5400/- to the incumbents working on Sr. Postmaster post w. e. f. 1/1/2016.

In accordance with the recommendation of 7th Pay Commission and as accepted by the Govt. of India the pre-revised of Grade Pay of PS Group ‘B’ Officers has been revised from Rs.4800/ to Rs.5400/- in the pay scale of Rs.9300--34800 in PB-2 w.e.f. 01-01-2016.

It is pertinent to mention here that none of the officers presently working as Sr Postmasters were promoted in Sr Postmaster Cadre. Rather they were promoted in PS Group B Cadre. As such all the Group B officers presently working on the post of Sr. Postmasters are entitled to Grade Pay benefit of Rs. 5400/- in pre-revised scale w.e.f. 01.01.2016 and accordingly their pay fixture would be fixed in the revised matrix. There may be interpretation in understanding the meaning of the enhancement of GP of PS Gr. B from Rs. 4800/- to 5400/-. Sr. Postmaster cadre is also a PS Gr. B cadre like ADPS working in RO/CO and Dy. Directors working under Director GPOs.

It is therefore once again requested your kind honour to direct all the DAPs/GM Finances in the Department to allow to draw GP of Rs. 5400/- to Sr. Postmasters and allowances as appropriate to the grade pay from 01-01-2016.

Please refer to this office Part I office order No. AT/02 circulated vide No. Pay/Tech 01 /7th CPC I dated 11.08.2016 through which a copy of CGDA New Delhi No. AT/II/2701/0rders dated 10 Aug, 2016 has been forwarded for necessary action.

2. It has been stated therein to ensure completion of post audit of fixation of pay/arrear claims within 3 months and the work relating to post audit should be monitored at PCsDA/CsDA level by instituting suitable reporting system for watching the progress of work. A Monthly Report in this regard in a format prescribed therein is required to be furnished to Headquarters office so as to reach by 15th of every month. The first report showing the position as on 31.08.2016 was due to reach HQrs office by 15th Sep, 2016. Kindly confirm its timely submission to HQrs office. Also please forward a copy of the said report to this office for our record & reference.

3. Please ensure submission of the report for the subsequent months within scheduled date with a copy endorsed to this office.

Govt is actively considering central D.A. increase from 01.07.2016

There is a confusion about percentage of D.A. payable from 1st July 2016 to Central Govt. employee and pensioners. There may be a hike of 2 to 3 percentage point, which is to be announced very soon, probably in this week.
Meanwhile Govt asked the Pay Research Unit to calculate exact financial implication for every percentage of D.A. increase, which is a routine matter.

CHQ News: GS requested for information of Direct Recruit Inspector Posts position from 2013 to 2016...

All are aware that Directorate has already issued following number of candidates allotment under Direct Recruit Inspector Posts quota (33.33%) to all Circles with a direction to complete the pre-appointment formalities and give them required field, induction training and appointment. It has also brought to the notice of CHQ that, many allotters either not responded to the notices issued by circles or quit the service within the short period of joining. It means that there are number of unfilled vacancies are still available in the Direct Recruit Inspector Posts quota.

The year wise allotment and present status in recruitment is as under:

Year 2013 : 122 candidates allotted to circles. Recruitment process said to be completed.

Year 2014 : 102 candidates allotted to circles. In few circle recruitment process is yet to complete.

Year 2015 : 67 candidates recently allotted to circles. Process of pre-appointment formalities is yet to start in all circles.

Year 2016 : 92 vacancies reported to SSC by Directorate. Circle wise vacancy position is as under:

World Post Day is celebrated each year on 9 October. The event was declared by the 1969 Universal Postal Congress in Tokyo as a means to mark the anniversary of the Universal Postal Union's (UPU) creation in 1874.

The purpose of World Post Day is to bring awareness to the Post's role in the everyday lives of people and businesses, as well as its contribution to global social and economic development.
As a result, the UPU's member countries are encouraged to organize their own national activities to celebrate the event, including everything from the introduction or promotion of new postal products and services, to the organization of open days at post offices, mail centres and postal museums.

Don't share with FB info of users who stop using WhatsApp: HC

WhatsApp, the instant messaging software, was today directed by the Delhi High Court to delete the information and data of those users who would stop using the app before September 25, when its new privacy policy comes into effect. 

A bench of Chief Justice G Rohini and Justice Sangita Dhingra Sehgal also asked WhatsApp not to share with Facebook or other group companies the information and details of users who would opt out of the app, as well as the existing users upto September 25 to protect their interest. 

As per new privacy policy of WhatsApp, user information would be shared with Facebook. 

The court issued the directions as WhatsApp, while launching its app initially, had provided complete security and protection of privacy as also because the issue relating to an individual's right of privacy is yet to be decided by the Supreme Court. 

"Having regard to the complete security and protection of privacy provided by Respondent 2 (WhatsApp) initially while launching Whatsapp and keeping in view that the issue relating to the existence of an individual's right of privacy as a distinct basis of a cause of action is yet to be decided by a larger bench of Supreme Court, we consider it appropriate to issue the following directions to protect interest of users of WhatsApp," the bench said. 

The court directed the government and Telecom Regulatory Authority of India (TRAI) to "consider the issues regarding the functioning of the internet message applications like WhatsApp and take an appropriate decision at the earliest as to whether it is feasible to bring the same under the statutory regulatory framework." 

Referring to the clauses of privacy policy of WhatsApp, the court said users cannot contend that the company shall be compelled to continue the same terms of service as was there at the time of launching of the platform. Under the earlier privacy policy, there was complete protection of user privacy. 

"We are, therefore, of the view that it is always open to the existing users of WhatsApp who do not want their information to be shared with Facebook, to opt for deletion of their account," the court said. 

The directions and observations came as the court disposed of a PIL by Karmanya Singh Sareen and Shreya Sethi who had challenged its new privacy policy. 

The petitioners had alleged that the new privacy policy violated fundamental rights of users by allowing confidential information to be shared with Facebook. 

WhatsApp had earlier informed the court that when a user account was deleted, the information of that person was no longer retained on its servers.

Army to get revised salary from September onwards

Sources said that during the meeting with the chiefs, Manohar Parrikar told them that the government cares for the forces and all concerns raised by them will be addressed.


Fourteen lakh army personnel will receive revised salaries, recommended by the 7th Central Pay Commission (CPC), September onwards. The three service chiefs have given the government more time to separately resolve "core pay anomalies" at a later date.

Government decides to shift the issue date of the Sovereign Gold Bonds 2016-17 Series-II from September 23, 2016 to September 30, 2016 in view of large number of applications being received by banks and post offices 

The Government of India in consultation with the Reserve Bank of India(RBI), had notified the issuance of Sovereign Gold Bonds, 2016-17 Series II vide Notification F.No.4(7)-W&M/2016 dated August 29, 2016. The tranche was open for subscription from September 01, 2016 to September 09, 2016. The bonds were to be issued on September 23, 2016.

Large number of applications have been received by banks and post offices. To enable smooth uploading of applications into RBI’s E- Kuber system, particularly by the post offices, it has since been decided to shift the issue date of the Sovereign Gold Bonds from 23rd September,2016 to 30th September, 2016.

All other terms and conditions of the above Notification remain unchanged.

Solution for the error using the menu HACSP-"E5389-The future value dating is not enabled" in DOP Finacle

  • We generally use the menu HACS or HACSP to know the number of account opened/closed for a particular period.
  • We can also generate the teller balances report and vault balance report by selecting the corresponding General Ledger Subhead Code from list of codes available in the menu HACS/HACSP.
  • Recently future date transactions are disabled in Production server i.e., in Finacle live server hence we are trying to generate the above said reports users are facing the error - "E5389-The future value dating is not enabled" in DOP Finacle.
  • The error screen shot will be as shown in the below figure


From the above screen shot it is clear that the system is showing the above said error.

Solution for the above Problem :- 

  • In order to solve the above problem enter all the required fields along with those fieldsselect the field Include Future Balance as "No"as shown in the below procedure
  • then the system will not show any error it will generate the report as desired by the user.
  • For example I am generating list of accounts opened for a particular period as shown in the below procedure.
Enter the following fields in the menu HACSP
Enter the field SOLID _____________
Enter the field Scheme code ____________ (or)
Enter the field general ledger subhead code ___________
Enter the field Open Date (low) ____________
Enter the field Open Date (High) _________________
  • Select the field Include Future Balance As "NO" (this is new modification done in the software hence select as NO) as shown in the figure

  • Then finally click on Submit then the system will generate the desired report as shown in the below figure.

Cabinet clears merger of Railways and Union Budgets

The Cabinet also cleared finance ministry's proposals to reform the entire budgetary process, including advancing the date of budget presentation and dropping the plan and non-plan distinction. 
The Budget date would be decided later.
