IP/ASP Association would like to draw your kind attention to its letters of even number dated 15/7/2013, 19/11/2013, 6/1/2014, 17/4/2014, 16/5/2014 and 21/6/2014 regarding finalization of Recruitment Rules of PS Gr. B cadre and reduction the share of General Line officials from 6% to 3% in LDCE for the promotion to the cadre of PS Gr. B. But till date nothing is heard from Directorate.

Recently Directorate has finalized & circulated revised Recruitment Rules of HSG-I in Post Offices and RMS offices under Memo No. 4-26/2009-SPB-Ii dated 27thAugust 2014. But inspite of repeated request letters and detailed proposal under letter dated 4/7/2011 from this Association, no steps have been taken by Directorate to finalize RRs of PS Gr.B cadre. Actually, as per the clause 3.1.5 of DoPT OM No. AB-14017/48/2010-Estt (RR) dated 31st December 2010 “The Recruitment Rules should be reviewed once in 5 years with a view to effecting such changes as are necessary to bring them in conformity with the changed position, including additions to or reduction in the strength of the lower and higher level posts”. Due to non-settlement of this issue, Department has not conducted the LDCE for the promotion to the cadre of PS Gr. B for the year 2013 and as well for the year 2014. Sr. Postmaster’s Examination also not held from 2010 onwards.

It is therefore requested to direct SPG Division to finalize RRs of PS Gr. B cadre at the earliest.

        It is to bring to your kind notice that this Association has already submitted agenda to Directorate and it is learnt that SR Division has issued two reminders to DDG (P) and DDG (Estt) to comment upon the items submitted by the Association, but it is seen that due consideration has not been given by them. Resultantly, the genuine demand of the Association has time and again been left out unresolved.  During your last tour to Bihar Circle, President of this Association and Circle Secretary of Bihar Circle have met you at Patna on 20/6/2014 and explained the present position of pending issues by submitting memorandum.

        It is therefore once again requested to your kind honour to look into the matter personally and arrange for fixing date and time for holding of periodical meeting with this Association at the earliest.

Kindly refer to this Association’s letters of even number No. dated 22/3/2012 followed by reminders dated 21/8/2012, 29th October, 2012, 15/4/2013, 27/6/2013 and 21/6/2014 whereby it was requested to finalize the Recruitment Rules of the Assistant Manager MMS and to conduct LDCE to fill up the vacant posts of the said cadre.

        In this context, I would like to point out that Directorate vide letter No. 905/SR/12 dated 13/09/2012 informed to this Association that the matter was already taken up with Director (Estt.) for appropriate action. But till date neither revised recruitment rules have been framed by the Department nor examination for filling up vacant posts of Assistant Managers in MMS has announced.

It is further bring to your kind notice that there are 41 sanctioned posts of Assistant Manager MMS in the country and out of these, 50% posts are said to be vacant and due to non-framing of recruitment rules, department has not conducted the examination for the vacant posts of Assistant Managers since last several years.  Besides this, 3 posts of Sr. Managers and 5 posts of Managers are also vacant in MMS since years together. Secondly, Assistant Manager MMS is circle cadre and not a single circle has issued seniority list (gradation list) of this cadre since more than decade.

        An early action in the above said issues are requested.

                     This is regarding re organising of Divisions in Bangalore Region. The reorganisation of Sub Divisions/Divisions in Bangalore Region is one of the vital issue in the postal history. There is no reorganisation for a long period. We are happy to hear about the reorganisation and formation of one Division in Bangalore region.

But it is very sorry to say that, we being the recognised association, have not received a single communication from circle administration regarding formation of Division or re organisation of the Sub Divisions/Divisions in Bangalore region.

There are twelve IP/ASP Sub Dns in Bangalore Region. These Sub Dns are formed decades back and there is no re organization since then. The Bangalore city is one of the fastest growing cities in the world. The movement from one place to another in Bangalore is a challenging task.

The IP/ASP cadre has already lost eight HSG 1 Posts manned by ASPOs in the circle by identifying them as Grade III PMs in spite of our repeated requests to drop the proposal. Hence it is our kind request to the circle administration not to harm the cadre further.

     Now, with the formation of Bangalore North Division,  re organisation of nearly 600 post offices ( including 366 BOs), it is requested to consider creation of new sub divisions based on the workload being presently handled by the SDHs by redeployment of some posts. Since the IP PG posts are vacant in the divisions, the complaints are being entrusted to the sub divisions. Taking into consideration the present workload, it is requested to consider the following requests favourably.

1)      Formation of two more Sub Dns in Bangalore Region to manage the increased work load.
2)      Creation of New Post of ASP (BD) at each Division in order to increase the BD revenue and marketing at Divisions level.
3)      To fill up the vacant  IP PG posts in the divisions at least by making officiating arrangement

All you need to know about cap on free ATM transactions

The RBI's decision to cut the number of free transactions on other banks' ATMs will  have widespread ramifications. Starting 1 November, if you conduct more than  three transactions on other banks' ATMs in a month, you will be charged Rs 20  per transaction. The apex bank has also allowed banks to charge customers if  they use their own bank ATMs more than five times a month. This applies to  transactions in six metros: Mumbai, Delhi, Chennai, Kolkata, Bangalore and  Hyderabad.

The silver lining in the new rules on ATM  usage is that the charge structure has been harmonised. Before the RBI decided  in 2009 to make five ATM transactions free, banks used to charge anything  between Rs 15 and Rs 60 per transaction at another bank's ATM. This was later  revised to Rs 20 per withdrawal and Rs 9 for non-financial transactions. Banks  have been lobbying for the introduction of charges on ATM usage ever since the  RBI allowed this. Thankfully, the RBI has not permitted  banks to have their way and retained the cap on charges for withdrawals.

While Rs 20 per transaction is not exactly usurious, it can add up to a  sizeable amount every month if you are not careful about your cash flow. With  careful planning, you can avoid paying the ATM charges beyond the free  transactions. However, don't go overboard trying to avoid the ATM charge. For  instance, keeping a lot of cash at home to save on ATM fees could prove  counter-productive. In your effort to save Rs 20 in transaction fee, you may  lose a few hundred rupees  in interest.

Besides, it is possible that your bank does not levy charges for using ATMs  frequently. For instance, preferred customers, who hold a large bank balance or  have made investments through the bank, could be allowed more than  three free transactions a month at other ATMs and an unlimited use of the bank's  own teller machines. The change comes at a time when banks are adopting  technology at a furious pace. Most banks now offer customers the facility of  knowing their account balance or getting a mini statement through an SMS or phone banking. So, avoid using the  ATM for nonfinancial transactions that can be done through other  channels.

6 ways to avoid high ATM  charges
Here's how you can avoid the charges that are  likely to kick in from 1 November 2014.

Use cards wherever possible : Your first weapon against  ATM charges is the plastic in your wallet. Use your debit and credit cards so  that you don't need too much cash. Be alert when you do this. Some  establishments charge 1-2% of the amount as transaction fee, which will defeat  the purpose of using the cards. There is also the danger of overspending if you  use plastic money for every purchase.

Plan your cash flow better : Don't wait till you are  broke to withdraw money from the ATM. Give yourself a buffer of 2-3 days by  indulging in advance planning. In this manner, you won't be forced to use  another bank's ATM. While withdrawing cash, take out more than the amount you  need immediately. Take into account the expenses during the coming 8-10 days and  withdraw accordingly.

Prefer your own bank : If your bank's ATM is in the  vicinity, avoid using another bank's machine. Even if you have to walk 50-100  feet, your first choice should be your own bank's ATM. Only if there is no ATM  close to you should you use another bank's ATM. Some banks have apps that can  help you locate their nearest ATM on the smartphone. Make a list of your bank's  ATMs in the areas you frequently visit.

Keep emergency cash : Keep some cash at home in case you  run out of money due to unforeseen expenses. However, don't keep too large an  amount in cash. In your effort to save Rs 20 in ATM fees, you could be losing  out more in interest on that amount. Besides, keeping cash at home is risky.

Start using dormant account : The silver lining is that  the ATM charges will help revive your dormant bank account. Most banks charge a  small annual fee of Rs 80-100 for a no-frill debit card. One debit card will  allow you 36 transactions on other banks' ATMs and 60 at your own bank in one  year. That is much cheaper than the charge imposed by your current bank if you  exceed the cap on transactions.

Use SMS, phone banking for non-financial transactions : The cap on ATM usage includes non-financial transactions, such as balance  enquiry or a mini statement request. Instead of using the ATM for this, take the  SMS route. Most banks offer SMS facility for checking account balance, mini  statements with last five to 10 transactions, and the status of cheques issued  by you.

EPFO retains interest rate at 8.75% for current fiscal


NEW DELHI: Retirement fund body EPFO's trustees on Tuesday decided to retain interest payment on provident fund deposits for 2014-15 at 8.75 per cent. 

"It has been decided to pay 8.75 per cent interest in the current fiscal," Central Provident Fund Commissioner (CPFC) K K Jalan told PTI after the meeting of the Central Board of Trustees (CBT), the apex decision making body of the Employees' Provident Fund Organization (EPFO). 

The EPFO has about 5 crore subscribers and the decision will have a bearing on their retirement fund. 
The decision to retain the interest rate on the provident fund deposits at last year's level was taken despite some protest by the trade union members of the CBT, sources said. 

The final notification for payment of the interest rate for the current fiscal will be issued by the finance ministry later.

The EPFO had provided 8.75 per cent rate of interest on PF deposits for 2013-14, which was higher than 8.5 per cent paid for the previous fiscal. 
MUMBAI: Preparing itself to start commercial banking operations, India postannounced the launch of over 1000 ATMs in the near feature. It will also enable core banking solution CBS at its 25000 offices over the next year. 

Speaking at a financial inclusion conclave a senior official of India post elaborated on the technology initiatives in reaching the post off account holders. "We have invested around Rs 5000 crore in technology since 2012. Already 676 postal offices are connected through CBS. By March 2016, 25000 offices will be on CBS," said Kalpana Tewari, Member (Planning and Technology), Department of Post. 

"We plan to roll out 3000 ATM by FY18, of which 1000 will be in the near future," she said. The department is already running a pilot in Chennai and Delhi. Once it gets stream lined and RBI allows interoperability even other bank account holders willl be able to transact through the ATMs. India Post is already on the RBI's electronics funds transfer platform. 

India Post's banking technology system is being built by Infosys, while TCS is setting up the CBS platform. If the postal system in the country is on CBS, it means that a post office savings or deposit account holder will be able to operate his account from any post office in any geographic location in India, the same way one can operate a commercial bank account these days. 

India Post already has a tripartite arrangement with the Andhra Pradesh government to disburse MNERGA payments online through the postal network in the states. It is also working on similar such initiatives with other states. 

India Post has already indicated its intention to apply for a Payments Bank licence under the RBI's proposed differentiated licences scheme though it did not get any favourable response from the banking regulator in its initial attempt at getting a commercial banking licence. "We are awaiting to see how the final guidelines fit in the benefit of the organisation," Tewari said.
