Sub:  Enhancement in the rates of various allowances by 25%   consequent upon Dearness Allowance crossing 100%.

Respected Madam,

          The VI CPC in their report had recommended that certain allowances, viz. Children Education Allowance, National Holiday Allowance, Daily Allowance, Washing Allowance, Breakdown Allowance, Special Compensatory Allowance, Cycle Maintenance Allowance, Fixed Conveyance Allowance, Road Mileage Allowance, Special Allowance to various categories of staff etc., should be increased by 25% whenever Dearness Allowance crosses 50%, and this recommendation was duly accepted by the Government of India.

          Based on the above recommendation of the VI CPC, these allowances have since been enhanced by 25% w. e. f. 01.01.2011, i.e. from the date, Dearness Allowance having been crossed 50%.

           Now, as per the 
MoF OM No. 1/1/2014-EB-II (B) dated 27th March 2014Dearness Allowance has enhanced from existing rate of 90% to 100% w. e. f. 01.01.2014, there is, therefore, gross justification that the above allowances be further enhanced by additional 25%, as Dearness Allowance has again crossed the value of 50% after enhancement of these allowances w.e.f.01.01.2011.

          It is therefore requested to kindly issue necessary instructions to this effect at the earliest.

Revision of monetary limits for handling cases of Loss / Fraud cases for conducting Investigations at DO/RO/CO level


     Postal Directorate vide letter No. 8-03/2012-INV dated 24.03.2014 has revised the monetary limits for handling cases of Loss / Fraud cases for conducting Investigations at DO/RO/CO level.
 
     The revised limits will be applicable for cases detected on or after 01.04.2014. Earlier limits will be applicable in respect of all investigations pending on 31.03.2014.
The revised limits are as follows:

Association impact 

Minimum working experience in Postal / RMS wing orders withdrawn by Directorate


      Directorate vide Memo No. 25-02/2001-PE-I dated 20th March 2014 has withdrawn the orders issued regarding compulsory minimum working experience in Postal / RMS wing for IP's and ASP's before their higher promotions issued under letter dated 9th September 2014.

    All are aware that CHQ has objected this issue vide their letter No. GS/AIAIASP/Merger/IP-ASP/2013 dated 21-9-2013, 17-10-2013 & 6-1-2014. Besides this, as per the directions from Secretary (Posts) the issue was also discussed with Member (P) and DDG (Estt) at length on 27th November 2013 and thereafter Department has called for fresh views / comments from all HOCs and now decided to withdraw the mandatory condition of service made essential vide Directorate memo No. 25-02/2001-PE-I dated 9th September 2014.

Subject:    Request for convening supplementary DPC after calculating the actual vacancies including vacancies after repatriation of Group B officer presently working outside their Circles.

Respected Madam,  

          I would like to invite your kind attention to this Association’s letters of even number dated 30/12/2013 and 20/2/2014 vide which it was requested to issue orders for convening supplementary DPC for promotion to the cadre of PS Gr. B and consider repatriation of all Group B officers who completed one year in outside Circles.  

Directorate vide memo No. 9-5/2013-SPG dated 29/1/2014 has accepted 17 (seventeen) declination of PS Gr. B officers promoted vide Memo No. 9-33/2013-SPG dated 10.10.2013. Last year also such type of orders were issued and then supplementary DPC for the promotion to the cadre of PS Gr. B was convened under Memo No.9-23/2012-SPG(Pt.) dated 21/6/2013.  

I would like to further add here that supplementary DPC of the left out vacancies from the extended zone of consideration is a part of main DPC and should be convened immediate after completion of one month against left out vacancies so as the officers in the extended zone may not be deprived of their legitimate right and benefits. But despite lapse of more than five months period nothing has been heard in this regard. 

We urge upon you to kindly issue clear instructions to SPG Division of Directorate to convene the supplementary DPC for the vacancies 2013 by the end of this month and also consider the request of officers for repatriation to their parent circle.

Born on 15th May 1964 in Karivellur near Payyanur (Kannur District)Northern part of Kerala . Arts graduate  and  MBA in Marketing Management.  Joined  DOP in 1982 as Postal Assistant in Thalassery Dn. Passed IPOs exam in 1990  and  promoted  to PS  group B   in 2001.  Has been working in JTS Group A since 13-7-2006 on adhoc  basis  and on regular basis  with effect  from 4-4-2008.  He served  in Maharashtra Circle   and various postal Divisions  in Kerala Circle in Group B and Group A. Now  on deputation in the Ministry of External Affairs  as Passport Officer  Malappuram Kerala  in STS grade   with effect  from 3-2-2014.

B Officers and ASPs who have completed 4 years of service in Grade Pay of Rs. 4800/- has filed OA in Hon'ble CAT Hyderabad Bench on 17/3/2014. The OA is admitted and registered under No. 269/2014 and posted after 4 weeks for filing reply statement by the respondents.

Letter to Secretary (Posts) to conduct vigilance inquiry into the death case of IP.

Subject :    Request for initiating vigilance enquiry into the death case of Smt. Mohini Gupta, ASP Ajmer (Rajasthan). 

Respected Madam,
 
          With due deference, it is submitted that IP/ASP Cadre is being cornered and harassed by way of filing frivolous Criminal complaints against them for any untoward incident of misappropriation occurred in their office, sub divisions, at the behest of Administration, that too when the said Incharge /Sub Divisional Head himself has unearthed the unfortunate defalcation incident. In case, it is the accountability aspect, which prompts the Administration to initiate action against the Incharge /Head of Sub Division, then I am sorry to say that the officers in the hierarchy are also equally responsible for the misappropriation being the Incharge of the Division, Region and Circle. There is no immunity to these people and it cannot be said that officers working on these positions do not carry any responsibility. Therefore, the divisional head, DPS, PMG, CPMG etc ought to have been arrayed in the list of offenders while lodging FIR before the independent agencies for investigations.  

          If IP/ASP cadre who detect the scam are not provided any safeguard, then the day would not be far when such officer, fearing their personal involvement, would not dare to report it. One such incident has come to my notice, where the brave differently able female ASP of Rajasthan Circle, who unearthed the misappropriation, who otherwise deserves pat on her back and need encouragement, was made prime offender in the FIR lodged before CBI authorities, by the Rajasthan Circle administration. The said brave differently-abled lady ASP could not bear the impact. She recorded the material facts, findings of the misappropriation case, biased mindset, in a representation dated 19.01.2014 and sent to Secretary (Posts) and Shri Kapil Sibal Hon’ble Cabinet Minister before leaving for heavenly abode on 29.01.2014. In this unfortunate incident, we have not only lost our dedicated, brave, sincere and hardworking officer but also miserably failed to remove stigma against her.  

          I am enclosing herewith a copy of representation dated 19/01/2014 written by late Smt. Mohini Gupta, ASP, Ajmer addressed to Secretary (Posts) and copy endorsed to Shri Kapil Sibal JI Hon’ble Minister for Communication and IT and CPMG Jaipur regarding detection of fraud and harassment at SPC Ajmer. It is learnt that persons involved in the case are still at large. I am also enclosing herewith a copy of letter No. IP/ASP/Raj/Feb./1/2014 dated 28/2/2014 addressed Lt. Col. D. K. S. Chauhan, CPMG, Rajasthan Circle, Jaipur by Bhupendra Parasher, Circle Secretary, AIASP Rajasthan Circle with regard to sad demise of Smt. Mohini Gupta and action against many IPs and ASPs with malicious and biased mind.  

          It is therefore urged upon to pass an order for immediate departmental vigilance enquiry at Directorate level on the points raised by the deceased officer in her representation dated 19/1/2014 to elicit the truth and to bring the real culprits behind bars. It is also requested to device safeguard measures for the IP/ASP cadre in order to avoid any such incident in future.

CAT case for upgradation of GP of IP's at Ernakulam Bench ......updates!!!

     It has been reported by CS Kerala Circle that, our upgradation of GP case (OA No. 289/13) came up before  the Hon'ble CAT Ernakulam Bench today for disposal / orders. Considering the submission of our Counsel, the case has been adjourned for filing rejoinder. We have already forwarded the draft rejoinder to Counsel for preparation of final draft and submission. It is told that rejoinder is likely to be filed by next week. Date of posting of case will be intimated later.

No progress in proposal of merger of ASP cadre in to PS Gr. B cadre.

Dear CS and Office Bearers,  
Kind attention of all Circle Secretaries and CHQ Office Bearers is invited to my note dated 19th February 2014 published on blog regarding proposal of merger of ASP cadre in to PS Gr. B cadre. In the said note it was mentioned that Circle Secretaries and CHQ Office Bearers of following circles will ensure the submission of requisite information called for by Directorate under Memo No. 25-35/2011-PE-I dated 21st January 2014 on or before 20/2/2014, but till today information is not received at Directorate. This vital issue was also discussed at length at AIC held at Bangalore where it was also requested to all the delegates who attended AIC to confirm the submission of requisite information by their circle on their return to duty. After returning from AIC I had issued serious of SMS as well as telephonic calls to concerned CS but all in vein. More than one months period is elapsed and there is no progress from these circles, if everybody do like this, then nothing will be achieved for this cadre and CHQ team will not be held responsible for it. GS is doing at his level best, but unless there is support from all corners, he and his team can't achieve the goal which we all are expecting. We have to work in team and not as individual.  

To speed up this crucial issue, it has been decided to nominate the co-ordinator to each circle who has not submitted their requisite information to Directorate. The following co-ordinator will monitor and ensure receipt of information from circles within a day or two.
