Maharashtra CPMG arrested for corruption
He was allegedly taking a bribe of Rs 2 crore for transferring a piece of land belonging to Postal Department to private parties
Published on 02/25/2010 - 07:40:41 AM New Delhi: Central Bureau of Investigation (CBI) sleuths on Thursday arrested Maharashtra Chief Post-Master General Manjit Singh Bali for allegedly taking a bribe of Rs 2 crore for transferring a piece of land belonging to Postal Department to private parties.

Bali was arrested by the anti-corruption wing of the Central agency, sources said.

The bribe was demanded in return for granting a no-objection certificate to develop a plot of land belonging to a private builder in Mira Road suburb of Thane district, sources added.

This issue has come at such a time when India Post were taking giant strides under project arrow.

Status of Grade Pay and Transfer women IPs.

Dear friends,
1.Grade Pay:
It is learnt that the file related to Upgradation of Grade Pay of IP/ASP/PS group B has been returned by Ministry of Finance with remarks that the post of IP is not comparable with the posts of Assistants in CSS and analogous posts in CBDT/CBEC.
CHQ is requesting the Dept. to resubmit the file to MOF with more information/proper justification.
2.Transfer of Women IPs working out of their home Circles.
Dept. has issued instructions to consider the transfer applications of lady IPs (both surplus qualified and direct recruits) under Rule 38 without any time limit. Copy of the letter dated 05.02.2010 is attached.

Supply of Lap Tops to Sub Division

It has been ascertained that Lap Tops to Sub Division will be provided by the end of February 2010.

In this connection Divisional Office has contacted the concerned IPs/ASPs and have obtained their email IDs and mobile number.

Reimbursement for purchase of Mobile Sets

Association here by convey thanks to the Regional Administration in connection with allowing IP/ASPs to purchase of Mobile Sets ( Reimbursement of Rs 2000/- ).
IP / ASPs of N K Region may please clarify the status at their end.

Upgradation of Grade Pay of IP/ASP ( Flash News )

Through reliable sources it has been learnt that up-gradation of Grade Pay of IP/ASP has been returned by the Finance Department, with queries and seeking clarifications.

Circle Secretary is in touch with All India Secretary in this regard.
Further developments will be intimated shortly.

Circle Secretary is of the opinion that we should approach the CAT to settle the issue; as this process is taking a long time.

Department created Postmasters Cadre in the GP Rs 4800, 4600, 4200 and 2800

Department has issued orders vide Order No 13-2/2010-PE-I dated 3.2.2010 to constitute Postmaster Cadre which is reproduced as follows:-

It has been decided with the approval of the Competent Authority to constitute a separate cadre of Postmasters with following number of posts by carving them out from the existing General Line Cadre Posts and Postal Services Group - B of Postal Wing and to designate them as Senior Postmaster, Postmaster Grade-III, Postmaster Grade-II and Postmaster Grade-I as detailed below:-

Message from Circle Secretary, AIAIPASP, Karnataka


Dear Friends,

I express my sincere thanks to our members of Karnataka Circle Branch Association for electing me as the Circle Secretary for a third consecutive term in the 34th Circle Conference held at Mandya on 24.01.2010 (Sunday). This time I was reluctant for it and wanted to handover the charge to some of the young and dynamic IP members. As the IP members were reluctant to take the charge, I changed my mind at the last moment when well-wishers persuaded me and propose my name once again. As there was another candidate of ASP cadre for the post, I thought of contesting the same and wanted to evaluate myself. Many members have voted in favour of me and given me the opportunity to serve another term consecutively. I accepted the responsibility to honour the wishes of all those members who wanted to see me as the Circle Secretary for the third time consecutively.

I was expecting a large gathering of our members in the 34th Circle Conference. But members did not turn up as I expected. Sri Swamy ASP Mandya and his team organized the conference in a very grand manner and I am sure that all the members attended were happy with the arrangements. I felt unhappy that expected number of members did not join the Circle Conference, which is held in a gap of two years' period.

My success or failure in the responsibility given to me will depend on how much support I get from all our members. I will always expect guidance through feedback and suggestions from our members, which will help me, carry out the activities of the Association effectively.

This time, I wish to give more stress on training of Inspectorial staff on computer and computerization related aspects keeping in view the fact that Department has initiated the process of supplying Laptop to IPs/ ASPs in Sub-Divisions.

During the last circle conference it was resolved to create a blogspot of our Association of Karnataka branch and the responsibility was given to Sri Naveen V L Manager NSPC Udupi- Manipal. I sincerely thank Mr Naveen V L for his contribution as he has done his job with in no time. Our blogspot is www.ipaspkarnataka.blogspot.com

I would like to reiterate that the issues common to all our members will have an interest in me. Personal matters will get last priority.
