Subject : Holding of DPC for promotion to the cadre of PS Gr. B for the year 2017-18.
Respected Sir,
IP/ASP Association intended to bring to your kind notice that Directorate vide memo No. 9-14/2016-SPG dated 09-12-2016 has appointed 105 Inspector Line Officers on regular basis in PS Gr. B cadre in the vacancies of 2016-17 and vide memo No. 9-14/2016-SPG dated 07-09-2017 result of extended panel was declared and 17 Inspector Line Officers regularly appointed to PS Gr. B cadre against the unfilled vacancies of 2016-17 caused due to declination etc.
Furthermore, it is bring to your kind notice that DPC proceedings for the year 2015-16 was commenced vide memo No. 9-02/2015-SPG dated 26/03/2015 and for the year 2016-17, it was delayed by four months and after series of communications from this Association finally commenced vide memo No. 9-14/2016-SPG dated 5/7/2016. The proceeding for the current year i.e. 2017-18 is yet not started by the Directorate, and therefore definitely there will be adversely effect on the promotion of the officers. We are sorry to point out that every year there is delay in processing and holding of DPC for the promotion to the cadre of PS Gr. B for one or other reason.
In this regard, a kind reference is invited to para-3 of the Department of Posts (Personnel Division) letter No.25-10/2014-SPG dated 09/07/2014 coupled with para-7 of DOP & T OM No.22011/9/98-Estt (D) dated 08-09-1998 wherein it is provided that a DPC may take into account all clear expected vacancies by retirement in the concerned grade as well as chain vacancies on account of retirement etc. in the higher grades which can be clearly anticipated in the same vacancy year.
Department of Posts vide Personnel Division letter dated 09/07/2014 has also issued instructions to percolate the seniority quota vacancies arising in higher grades in a vacancy year down to lower cadres/grades and to take into account along with the clear vacancies arising in a particular grade. Further, as clarified vide Para.4.(II) of the said letter a Circle will take into account the vacancies arising from HAG to PS Group-B Cadre in that Circle in a vacancy year as chain vacancies for lower cadres in addition to existing and anticipated vacancies in the said lower cadre arising in that vacancy year.
As per the DOP & T guidelines issued from time-to-time, the selected panel is to be kept ready and to be utilized as and when the vacancies arise during the course of the vacancy year to ensure timely promotion of the employees.
Sir, you will agree that a large number of JTS vacancies are lying vacant in Circles since long and PS Group “B” officers are officiating against these posts creating resultant vacancies in Group “B” in circles and imbalance thereof up to IP/ASP level affecting timely promotion in each cadre and repatriation of deserving officers to their parent circles. Many a times, odd position occurs where the approved persons of a particular circle are made to work outside their parent circle, despite having good number of vacancies in their parent circles. As on date, there are clear vacancies in each circle and against which junior officers are officiating for months/years together. On the contrary, regular senior officers are presently working outside the home circle. The request applications of these officers for repatriation to their parent circle are already been registered at SPG Division at Directorate.
In view of above, it is earnestly requested your honour to kindly pass orders to (a) convene pending JTS Gr. A DPC for the year 2016-17, (b) issue immediate repatriation orders of PS Gr. B / JTS officers to their home circle / choice station against vacancies up to September 2017, (c) call for records for convening regular DPC for promotion to PS Gr. B cadre for the year 2017-18. Circle wise time slot for submission of APARs and other documents may be given for one week only, so work can be speedup and delay in holding of DPC also be avoided and (d) Circles may also be directed to fill all post of ASPs by convening immediate DPCs so that all get their due share and jobs are created for youth of the country.
