The meeting started with Invocation by
Shri.Vasudev Chatra, ASP (HQ), O/o SSRM Sorting Division, Bengaluru.
2. Shri.Joseph
Rodrigues, ASP (HQ), O/o SSPOs Mangaluru Division, Mangaluru welcomed the
guests and members on behalf of the Association.
3. Shri.Jagadish
Pai, SSPOs Mangaluru Division, Mangaluru, Shri.Sudhakar Devadiga, SPOs MBC
Manipal & Shri.T G Naik, SSPOs
Puttur Division, Puttur has graciously present in the CWC meeting and delivered
few words.

Shri.Naveenchandar, SPOs Udupi Division,
President of the Association has declared the quorum.

Shri.Vasudev Chatra readout the minutes of the
last CWC held on 31.01.2015 at Hospet Dist Bellary.
a)
Issue discussed in connection with supply of
data cards. The Committee unanimously decided that the request for demand for
supply of data cards has been withdrawn.
b)
Purchase of one site in the name of AIAIPASP
Karnataka Circle at new layout built by Postal Society at Chikkajal, Bengaluru was discussed. Shri.Vasudev
Chatra has been permitted to go forward to process for membership &
purchase formalities with the concerned authorities.
c)
Issue for providing one room at
Rajajinagar/Bg GPO/Blore City RMS may be taken up with Circle administration
for conducting meeting & association activities.
By these modifications CWC has adopted the confirmation of last meeting
held at Hospet.
6.
Seventh Pay Commission – Shri.Manjunath
Hubballi, Circle Secretary has briefed the issue relating to meeting with Pay
Commission held at Mumbai. Many Members have expressed their views on the
subject. There is a good hope for better scale in the 7th CPC for
our cadre.
7. Cadre
restructuring and merger of ASP Cadre with PSS Gr “B’ cadre- Shri.
Manjunath Hubballi, Circle Secretary has explained the latest progress of the
file in Directorate. Some of the members have expressed their views on the
subject. It is told that file is under progress in view of latest development
in 7th pay commission reports. It is also opined by GS that he is
pursuing the issue at Dte and he is visiting Dte in the month of October for
this issue.
8. Regular
promotion to PSS Gr ”B” Cadre- Shri. Manjunath Hubballi, Circle Secretary has
informed about latest information. It is informed that supplementary DPC has
been conducted and officers from Karnataka joined for their new place on
promotion. We are expecting regular DPC for the year 2015 in the first week of
October 2015.
9. LDCE
for the promotion to PSS Group “B” and Sr. Postmaster Examination- The schedule
of examination released for the year 2015 but not conducted as per the schedule,
it is informed that methodology of the examination has been revised for
conducting the examination and further all the CAT cases on the matter in
different courts are completed. The matter has to be taken up with CHQ for
necessary action at Dte..
10.
Re-organization of Sub Divisions- The
committee formed under the leadership of Shri.Srinath N.B ASP West Shimoga Sub
Division Shimoga, he has requested to submit their report before 30.11.2015 on
this subject to CS for further taken up with the circle administration and CHQ.
Issue related to
visits/inspections to Post offices discussed elaborately among the
members.

Re-allotment of ASP’s from Region to
Region- Shri. Manjunath Hubballi, CS has informed the progress made on the
issue to the members. It is assured by Circle Administration that the requests
of some of our ASP’s considered and some of the ASP’s requests pending are to
be considered in the coming days.
12. Supply
of Data Card/Laptops/Computers with Broad band connection for all IPs/ASPs
other than Sub Divisional Heads- The committee decided to put forth the
issue with CPMG Karnataka Circle, for supply of new laptop in lieu of old one.
13. Payment
of PLI/RPLI incentive to SDHs- Shri. Manjunath Hubballi, CS has informed
about their Division in payment of incentives. Shri.Chidanand has informed the
latest instructions received from the CO regarding payment of incentives.
Shri.P V Damodar has briefed the medical examination to be done in case of
above 20 lakhs proposal and its difficulties. It was decided to take up the
issue with CPMG Karnataka Circle for rectification.
14. Adhoc
arrangement to vacant PSS Gr B and ASP Posts- Shri. Manjunath Hubballi, CS
has informed the latest developments on the issue to the members. Regarding
issue of seniority list of IPs/ASPs was discussed. CO has called willingness
from the eligible officers.
15.
Organization review – The
organization tour was decided in the earlier CWC was not done due to scarcity
of time. President and CS have expressed their views and actions to be taken to
organize the association.
Verification process of membership was taken up and all members are
requested to enroll their colleagues, those who are not given their membership
in respect of their Division. CS has informed that the list of members who are
not furnished the membership form will be displayed in the IP/ASP Blog shortly.
16.
Financial review – Shri Manjunath
Hubballi, CS has delivered the information on this. Shri.Vasudev Chatra raised
the issue with enhancement of membership subscription. But President informed
that the issue lies with CHQ, hence the same will be taken up next All India
conference.
17. Karnataka
Circle Blog- President has briefly explained about the subject. Presently
Shri Manjunatha Hubballi CS, looking after the blog, Shri.Naveen V L and
Shri.Jospeph Rodrigues have been requested to look after the blog on its
updation issues.
18. Any
other item with the permission of the Chair-
i) Shri.Cheluvaraya
raised the problems faced on payment of IO/PO honorarium and updation of
inspection questionnaire as per the latest changes in the department.
ii)
Shri.Manjunath
Vibhu, raised the problem on payment of IO/PO honorarium. President has assured
the issue taken with Circle administration and submit brief to association for
taken up with the concerned.
CS informed that 39th All India Conference will be held at
Jaipur during February 2016. Total Rs.30000/- donation coupons received for
distribution among members. All members are requested to contribute their
donations.
The next CWC meeting will be held at Bengaluru as assured by the
members of Bengaluru units. The tentative date will be 29-01-2016.
In the last Circle Conference, Hassan Division has come forward to host
the conference. But Shri.Shankarappa B M ASP Arsikere and his team has expressed
their difficulties for hosting the conference at this time. Hence all the members
are requested to give their consent for hosting conference. Finally Sri
Jayarama Shetty ASP (Dn) Udupi Division and his team come forward to host the next
Circle conference at Udupi Division in support with Dakshina District divisions
Mangaluru and Puttur in the month of April. All the members are accepted this
with big clapping.
Finally
Sri.Naveenchandar, President and SPOs Udupi Dn has delivered his presidential
address.

The Mangalore Division has made
a wonderful arrangement of launch for CWC members with afternoon trip to
Durgaparameshwari Temple Kateel and sun set at beach. Members are enjoyed the
trip.
