Letter to Secretary i/c/w non grant of promotion to ASP under ACP Scheme

Subject : Non grant of promotion under Assured Career Progression Scheme. 

Respected Madam,
            
I am enclosing herewith a copy of representation received from Sri D. S. Kanwar, ASP, Korba Sub Division, Korba 495677 (Chhattisgarh) addressed to Postal Directorate regarding non grant of promotion under ACP Scheme.

          The above named officer entered in the department as PA on 29-7-1981 and passed IP examination in the year 1991 under ST category and joined on 19-10-1994. He has completed 24 years of service in the department on 29-7-2005. The officer has promoted to ASP cadre on adhoc basis on 25-1-2008 and thereafter without any break promoted on regular basis on 4-3-2011.

As per ACP Scheme “the employee having more than 12 but less than 24 years of regular service, shall be granted first up-gradation immediately and shall also be considered for second financial up-gradation under the ACP scheme, as and when he completes 24 years of regular service without waiting for completion of 12 years of regular service after the first financial up-gradation, already granted”.  Secondly, as per DoPT OM No. 36012/23/96-Estt (Res.) dated 22/7/1997 concessions were given to the SC/ST employees for considering them for promotion without reference to merit and the prescribed bench mark. These versions have been reintroduced w. e. f. 3/10/2000 as per DoPT OM No. 36012/23/96-Estt (Res.) Vol.II dated 3/10/2000. The officer has not come across with any disciplinary / vigilance case and his ACRs were also clear, and till the reporting period 2008-09 not a single adverse remark was communicated to him. It is surprising that the officer is due for IInd ACP w.e.f. 29/7/2005, but Chhattisgarh circle has not included the officers name in the zone of promotion under ACP scheme.  

It is therefore urged to cause to issue necessary directions to CPMG, Chhattisgarh Circle to consider the representation of the officer and allow him promotion / financial up-gradation under IInd ACP scheme w. e. f. 29/7/2005.
