MINUTES OF CIRCLE WORKING COMMITTEE MEETING OF ALL INDIA ASSOCIATION OF         INSPECTORS & ASST. SUPDT. POSTS, KARNATAKA CIRCLE HELD AT “SRI.CHANDRASHEKHARA BHARATHI SABHANGANA, AMARAGIRI TIRUPATHI, ARSIKERE” DATED 21/09/2013

                The meeting started at 1030 hours with a prayer song by Miss.Soumya & Miss.Bharathi.

2.         Sri.B.M.Shankarappa Asst. Secretary & ASP Arsikere sub division welcomed the delegates to the venue. Sri.Naveen chander President of association, Sri.VR.Swamy Vice-president, Sri.Manjunatha.G.Hubballi Circle secretary, Sri.Joseph Rodrigues Circle Treasurer and all the office bearers present in the meeting.

3.         Inauguration by Smt.Suchetha Hegde Asst. Secretary of the Association.

4.         Sri.Naveen Chander President declared the quorum to commence the CWC meeting.

The meeting continued as per the Agenda:

1.         Sri.Manjunatha Rao ASP (HQ) Mysore division read out the minutes of last CWC meeting held at Bangalore on 02.03.2013 and adopted by the body.

2.         Filing CAT case at Ernakulam by General Secretary on up-gradation of Grade Pay of Inspector Posts from Rs.4200/- to Rs.4600/- w.e.f. 01.01.2006.

            Sri.Manjunatha Hubballi CS has updated about the present status of CAT case.  Sri.Dinesh suggested that, the present status of Group B Gazetted status to be maintained for the existing ASPs.  Sri.Manjunath Vibhu suggested that, since 2010 we have been urging the CHQ to merge both the cadres (IPs & ASPs).  For which, the committee consisting of Sri.Manjunath Vibhu, Sri.Sridhar Jatti, Sri.C G Kamble, Sri.Tarakesh, Miss.Preethi, Sri.Bhagawan.M L formed for preparation Resolution for merging of both cadres.  The committee has to submit the report to President & CS within a week.

3.         Payment of RPLI honorarium / incentive to Sub Divisional heads w.e.f. 01.10.2009

            Sri.Manjunatha Hubballi CS has informed to all the members to claim the RPLI honorarium/incentive by SDHs vide Dte.Ltr.No.PLI-A/7-10/Dlgs dated 22^nd May 2012.  If not paid by concerned divisions, then reported to Association for take up the issue with Regional level/Circle level.

4.         Supply of Data cards to Sub Divisional heads

            All the members opined that, in most of the sub divisions data cards are not connected.  Hence, issue of supply of data cards to sub divisional heads dropped.

5.         Conducting of DPC for promotion of ASP in regular intervals.

            Sri.Manjunatha Hubballi CS has updated the development of conducting DPC & filling up of HSG-I IP line postmasters.  Sri.Manjunath Vibhu & Sri.Joseph Rodrigues opined that, we may refer the issue to CHQ to retain all the 141 posts in HSG-I for IP/ASP cadre by redeploying these posts to sub divisions for divisions.  The same is adopted by quorum.

6.         Restructuring of Inspector Posts Cadre

            Sri.Manjunatha Hubballi CS has informed that, already our circle association submitted the views to CHQ and in turn CHQ submitted to Directorate.  Now, the case is pending at Directorate.  CHQ should pursue with Directorate.

7.         Supply of Laptops to all the IPs/ASPs

            The matter may be pursued with CHQ.

8.         Regular promotion to PS Group “B” cadre

            Posting may be given on regular promotions at least nearest circles, if not provided to home circle.  Hence, addressed to CHQ to take up the matter with Directorate to maintain the waiting list and allot the candidates from waiting list, if the selected candidate declined the promotion.

9.         Organizational review

            In most of the divisions/HOs, the subscription amount recovered Rs.20/-, Rs.30/- only.  All the CWC members are requested to ensure to recover the amount of subscription of Rs.50/- from all our members.  Also requested CS to address all the HOs who are not recovered the amount of RS.50/-.

10.       Next CWC and Circle Conference

            Sri.CG.Kamble CWC member who is represented the Gulbarga division has expressed the unwillingness to hoist the next Circle Conference. Further Sri.Naveen chander President has called for the willingness from other divisions to hoist the Circle Conference, for which, The representative of Bagalkot Division expressed the willingness to hoist the next Circle conference.  Then informed to representative of Bagalkot Division to conduct the immediate meeting in divisional level & form the reception committee within 15 days.

11.       Any other item with the permission of the chair.

            i) Considering the request of posting on adhoc promotion to ASP cadre.

           

ii) Re-allotment of ASPs from NK Region to SK Region. CS informed that, the matter was already take up with CO & some of request considered during last promotions and CS may be taken the issue with CO once again to consider the request immediately.

            iii) Not considering the name of sub divisional heads in Circle Award ceremony.

                        CWC member of Bijapur division stated that, the regional award ceremony conducted in SK Region but not conducted in NK Region.  CS to take up the issue with PMG NK Region.

            iv) Filling up of IP (C) post in Bangalore South Division.

                        IP/ASP of BG Region expressed the difficulty in carryout the work of sub divisions in absence of IP (C) post in the divisions.  The matter may be taken up with CO to fill up the post of IP (C) in BG Region.

            v)  IP/ASP BG Region suggested that, the inquiry cases based on the gravity of the seriousness only be entrusted to IP/ASPs and rest of the cases has to be entrusted to PRI(P)s, so that, the legitimate work of  IP/ASPs (inspections / visits) will be completed in a due time.

            vi)  CWC member of Bidar division stated that, not permit to attend Group B examination when adverse remarks are there. The same may be taken with CO for issue directions to all the regions to permit the candidates for examination even “three years good out of five years in APAR”.

            vii)  IP/ASP of SK Region stated that, there was instructions received from RO SK Region to review the BO performance every month & submit to RO, it is very difficult to carry out the work of collection of statistics from all the BOs by SDHs. The issue will be taken up with the PMG SK to reconsider it and required information may be obtained from the software.  

            viii)  IP/ASP NK Region expressed difficulty to not granting Road mileage.  CS may take up the issue with CO to issue directions to all divisional heads to grant road mileage to all IPs/ASPs, even prior approval not taken from divisional heads.

            ix) Merger & de-merger of IPO/IRM cadre & minimum working experience about Postal/RMS wing before promotion to Asst. Supdt. / Supdt. cadre.  The orders issued by Directorate vide memo No.25-02/2001-PE-I dated 09.09.2013 is against the welfare of the IP/ASPs.  Hence, we protest the orders of Directorate through CHQ.

            x) Personal views expressed by Sri.Kapil Verma IP Hosadurga sub division under Chitradurga division, who is SSC candidate.

            xi)  Miss Deepa K C presented the presentation on Women and youth Participation in the Trade Union activities. She has expressed to form separate youth committee in the union. The reservation for women in the office bearers may be allowed in the union. The importance of TRADE UNION RIGHTS for public employees explained to the quorum. Many of us not known that we are not having Trade union rights in India. We have urge for ratification of ILO convention 87 and 98.  All the office bearers are well aware about it.

12.       Presidential speech by Sri.Naveen Chander President of the association. We can achieve any goal all together.  He is requested CWC members to make implement any directions received from the CHQ and  to assist the members of Bagalkot division in conducting the next circle conference a grand success.
