Subject:  Request to withdraw the memo issued in connection with RT of IP/ASP –reg


Respected sir,

            This is regarding the instructions issued vide Co letter No STA/7-2/IP/RT dated 26.03.2015.

It is factual that targets are allotted by Directorate to Circles and in turn Circles allocate the targets to the Regions and from Regions it is allotted to Divisions and finally to the Sub Divisions. Now, by practice, it is construed as the target of the IP/ASP by administration. The IP /ASP being called as the grass root manager or the cutting edge in the administration made solely responsible for the performance in the sub divisions.

Through this letter association is trying to bring to the kind attention of the respected CPMG sir that the target allotted to the IP/ASPs in the sub division cannot be achieved by the individual IP/ASP.  In addition to the routine work of the sub division, the IP/ASP can motivate the sub staff in achieving the targets apart from shortage of staff & vacant posts. In spite of all the genuine efforts of motivating, marketing, if the staff down the line cannot co-operate / sow results then why the IP/ASP cadre alone selectively targeted by the administration by issuing such circulars / instructions. Whether similar types of instructions are issued to all the Divisional Heads to assess the performance of the individual staff while issuing RT. Whether Circle / Regions are following such practices while considering the requests of the other cadre officials / Officers also?  There are instances approving Transfers / Re-allotment of class III officials by the administration without observing any parameters.

Respected sir, Karnataka Postal Circle is leading in all fronts. All the pilot projects are initiated in Karnataka Circle because of its work culture. We are a head in all respects as compared to other circles. Any Officer of your rank will not deny this if they have worked in North India. In Sukanya Samruddi Yojana, the circle could achieve the target.  Does this mean that this is achieved without any contribution from IP/ASP. I request to collect and compare the SSY accounts opened in BO v/s SO/HO. It is because of accounts opened in villages / BOs contributed to the target which shows the motivation given by IP/ASPs to BO staff. Our CPMG sir will not deny this fact. But in spite of this issuing such general circulars targeting only IP/ASP’s is de-motivating the cadre. Rather considering the request of IP/ASPs for re-allotment and giving their place of choice in transfer will definitely boost the morale of the cadre and there by the business. After all IP/ASP also having family and you will appreciate the fact that any normal human being would like to be with the family or at least near to his family.

Hence I request you to consider all these factors and withdraw the memo under reference and consider the request of IP/ASPs for the place of their choice so that they can show better performance in their place of choice in the ensuing days.
