Minutes of CWC meeting held on 31-1-2015

Minutes of the Circle Working Committee meeting of All India Association of Inspectors and Assistant Superintendent Posts Karnataka Circle held at Hospet on 31-01-2015

The meeting started at 10:30 hrs with invocation by Sri, Nagayya swamy, Mail overseer Hospet Sub Division, Hospet        

2.     Sri P Chidanand, Auditor and ASP (Dn), Ballari Division, Ballari welcomed the delegates to the venue. Sri. Koragappa Naik Superintendent of post offices, Bagalkot Division is chief guest and Sri. Umashankar Bose retired SPOs Gadag division as a special invitee were present on the dias. Sri. Naveen Chander, president of the association, Sri Manjunatha G Hubballi, Circle Secretary, Sri. Manjunath Vibhu, Vice President, Sri. V L Chitakote, Vice president and all the office bearers were present.

3.     Sri, Naveen Chander president declared the quorum to commence the CWC meeting.

The meeting continued as per the agenda:

1.     Sri P Chidanand Auditor read out the minutes of the last circle conference held at Badami on 08-03-2014.

2.     Sri, Srinath B, ASP (Dn), Karwar division read out the minutes of the subject committee meeting held on 08.03.2014.

3.      The Treasurer has informed the house the subscription/enhanced subscription   has not been recovered. Sri Ravindra Kumar ASP Gadag has voluntarily collected   forms for enrolment of members in his division.

Organizational review:

4.     Newly appointed IP’s have not been enrolled. Sri  Vasudeva chatra Asst Circle secretary has taken initiative to enroll Sri Prahlada Naik IP Harapahalli and  Satish Neralakatti  IP Athni Sub Division. Sri.Deepak H.N. IP kumta sub divisison was enrolled one member by Sri. Srinath ASP Dn Karwar Division. All the CWC members may take initiative to enroll newly recruited IPs to the association fold.

4 Financial review:

          President has announced that, association has no liability. Rs1.5 lakh is kept as F.D for two years and will be maturing during April-2015. Rs1.03 lakh savings were donated to the association by the Reception Committee of the circle conference which was held at Badami. It is highly appreciated by the office bearers and CWC members and suggested for the renewal. Shri. Vasudev Chathtra  Asst.Circle Secretary suggested to purchase a site for the association from the P&T/ RMS/CO housing co-operative society and assured that site may be registered in the name of association and will pursue the matter with the housing board societies. The house was unanimously agreed for this investment and final decision will be taken in the next CWC meeting for investment.

5. The Circle Secretary has elaborately explained about 7^th CPC explaining in the issues which has been discussed in 7^th CPC Chairman at Mumbai during meeting on 08-11-2014.

Up gradation of grade of inspector Posts:

          CS has informed that for his letter to CHQ, directorate has called for views from the circles about the actual vacancies of JTS. Follow up will be done by the CS

Merger of ASP with PS Group B:

          CS obtained through RTI Act-2005, required information which was issued by the directorate to the committee. Sri.Srinath ASP Dn Karwar division along with the committee members Sri.Naveen V,L. ASP Karkal, Sri.Jayaram Shetty ASP Kundapur  nominated to compile the consolidated MDW collecting from Sri. N.Ramesh ASP planning, S,K,Region , Sri Manjunath Vibhu ASP South sub division Banglore Region and Sri.Jaydev Kadage IP Planning N.K.Region. These members have been requested to submit the report to C.S on or before 31-03-2015 positively.

Regular promotion to PSS Gr B : It is ascertained that DPC for the JTS promotion is under progress  and this will be considered after  JTS DPC.

Promotion to PSS Group B and Senior Postmaster Examination. Calender of Examination has been issued by the Directorate. The LDCE for the vacancy year 2012 has been not announced. CS assured to take up the issue with Directorate through GS.

Re organization of the Sub Division.   There is proposal for creation of Bangalore region by attaching Kolar and Tumkur Division from SK Region, Bellary and Haveri Divison from NK region to SK region and creation of two new divisions viz at Yadgiri and Koppal.  The CS may call for the suggestion and opinion from the members through blog and their suggestions may be submitted to on or before 15.2.15 so as to take with CHQ.   

Re allotment of ASP/IPs from Region to Regions:

CS has conveyed that request transfer will be considered during the next DPC and this will be pursued by the CS with CPMG and concerned PMG.

Supply of Data card: - CS has informed that the Data cards have been supplied ASP/ IP as informed by the RO.  But it is not affected to all the IP/ASPs of the NK region.   This issue will be taken up at CO.

Supply of Laptop:   DPS has refused to give laptop to IP/ASPs of CO, RO DO and RMS.  CS has assured to take up this issue with GS.  The lap top supplied to Sub Divisional heads of Chikodi Division have been withdrawn for the CBS work.  The Laptop has to be restored to the Sub Divisional head and CS will take up this issue with RO.

Activities in association with PSI: PSI has Published Modification in CCS (conduct) Rules 1964 & Mapping of precarious labours in DOP in consultation with our Association.  Members are requested to go through the book and give suggestions and views in the blog spot so as to pursue the matter with PSI.

PLI and RPLI incentive:   Incentive for 2013 has been sanctioned and 2014 is due.  Funds have been allotted to concerned Divisions. The beneficiaries may contact Divisional Head.

Clerical assistance to IP/ASP:

                   It is unanimously decided to take up the issue for   providing   assistance of GDS for the assistance to sub Divisional heads.  CS has to take up the issue again with CO for issuing instruction to DO for providing assistance.

Maintenance of Karnataka Circle Blog: CS has expressed his inability to access   the blog spot the information at the right time as he is now transferred, to sub division. ASP HQ and ASP RO/CO are requested to provide the information to the CS by e mail so as to update the blog and timely release.

CEPT Mysore: CWC member Sri Raju IP has been transferred to Sub Division. In his place Sri C C Chaluvaraya has been unanimously nominated as CWC member

      Atrocity case filed against one IO by CO belongs to reserved community was taken up for discussion. It was unanimously decided that association has to take up the issue with the CPMG that, if CO is from a reserved category then the IO to be nominated by CO from reserve category ASP/IP so as to avoid   bias and victimization of IO by CO. In such cases CPMG/PMG   may be requested to direct police authorities not to issue warrant to the   IO/ASP/ who are conducting Inquiry as IO the quasi judicial authority.     

    Restriction of number of cases to work as the Defence Assistant is 7.  But some defense assistants are interpreting this as GDS inquiry cases are not coming under this purview. The issue has been taken up with Directorate through CHQ to avoid misusing this facility by the DA.
